its an old game if it still has any seeders you will be lucky, your best off using one the file hosts instead. yandisk and google drive both seem to have active links.

i have just installed the pack again just to test, and all of the games start correctly without any steam prompts or other problems,
it could only be a security issue.

most of the failing repacks are using an installer with a low requirement option, did you try install with that option selected?
