The game has been released on Steam as an Early Access game. The game looks cool but the early access only supports Xbox 360 controller or any compatible controller. Try reinstall the game and reinstall Steam then click HMA.exe to play and don't forget to disable your antivirus

Try run the game in compatibility mode. You can't play this game if you have Windows XP or lower. Also update your DirectX, Microsoft .NET Framework, graphic cards, install Steam and other things.
