Poss. stuttering fix for win 7

It stops win7 from "parking " some of your cpu cores.
Win7 does this to conserve energy.
Some people noticed if u stop win7 from from Parking some of your cpu cores, your game will stop stuttering.
It has been tried on BattleField 4,and seems to improve game performance quite considerably for some people.

P.S... u need to restart pc after tweaking .
