The game doesn't run by launcher.exe or witcher.exe

My System
AMD FX 6300 CPU
16 GB RAM
Windows 10
Samsung 860 EVO SSD
NVIDIA GTX 1050 Ti OC
My Configuration is:
Windows 10 v1803
AMD FX 6300 3.5 GHz 6 Core CPU
16 GB 1333 MHz DDR3 RAM
Samsung 860 Evo SSD 250 GB + 7 (5+2) TB USB3 HDD
NVIDIA GTX 1050 Ti 4 GB DDR5 OC
Samsung 32" Inch Full HD Smart TV
